The Board of Supervisors this week agreed to raise fines for anyone who throws a football or a Frisbee on any beach in Los Angeles County.

In passing the 37-page ordinance on Tuesday, officials sought to outline responsibilities for law enforcement and other public agencies while also providing clarification on beach-goer activities that could potentially disrupt or even injure the public.

According to Lucy Kim, from the LA County Department of Beaches and Harbors, a first-time offender will have to pay a $100 fine. For a second offense, beach-goers will face a $200 fine. Three or more infractions within one year will result in a $500 fine, Kim said.

The updated rules now prohibit “any person to cast, toss, throw, kick or roll” any object other than a beach ball or volleyball “upon or over any beach” between Memorial Day and Labor Day.

Exceptions allow for ball-throwing in predesignated areas, when a person obtains a permit, or playing water polo “in or over the Pacific Ocean”.

I wonder if in the 37 pages of misdemeanors there is a description of how to play polo over the ocean. At least they didn’t prohibit levitation.

I live at the beach in Live Oak, CA and am very aware of some of the problems associated with dogs on the beach and understand the concerns addressed in a recent article.

I also believe the incidents are infrequent and in the 10 years I’ve lived here, I have seen a positive change in the attitude of the local dog owner community.

The beach here has long been recognized as an off-leash haven, despite the law, which also prohibits fireworks, littering, glass containers, alcohol and bonfires. I have never seen efforts by the county to monitor activities that include these.

Why punish an entire community of happy frolicking dogs and responsible dog owners for the actions of a few rotten tomatoes? There are other ways to address this issue such as off-leash hours or joining community efforts to promote public awareness and pro-active measures in keeping our beaches and parks clean and safe for everyone.

One such group is Live Oak Beach Club for which information can be found on Facebook.

It’s not unusual to see a group of these local dog owners picking up the trash and broken glass left in smoldering bonfires by drunken revelers from the night before. And no, they don’t leave their waste in bags.

Water from Aptos Creek cannot get out to the ocean. So it stagnates. It is dirty water that children play in.
Were this done by private persons they could be arrested for creating a public nuisance. How do you “arrest” the government!

In years past, California Parks and Recreation used to punch a hole through so the water could go to the sea. Now they have to get permission from Fish and Game. Preserving the salmon figures into the equation.

How about giving about 20 strong persons a shovel and FREE the water. Make the beach safe for small children. Allow everyone to use the beach without having to navigate a polluted lagoon?
